Vscode windows not reopening in correct linux workspaces

I open a new issue as the old one has been closed and it is still an issue with recent versions.
For instance after a reboot, chrome windows correctly reopen in their respective workspaces.

VS Code Version: 1.99.3
OS Version: Linux mint 20.3 (based on 20.04), but issue also on my previous linux mint 19.3
Steps to Reproduce:

Open 2 vscode windows
Move 1 vscode windows on workspace 1
Move 1 vscode windows on workspace 2
Quit vscode
Switch to workspace 3
Start vscode -> all vscode windows are opened on the workspace 3

This issue also occurs when all extensions are disabled.
