Provide option to open `code chat` in empty workspace or existing workspace

Testing #252992

If I have no workspace open and invoke code chat, it defaults to opening my $HOME folder as the workspace. Should it instead open chat in an empty workspace?
It would be good for kicking off #new scenarios.

@bhavyaus it mimics what claude does on the terminal: take your current working dir as the one to run the chat in, otherwise you always would have to pass in the folder?

An option to open with empty workspace would be nice.

I think both of these options would make sense:

• -r --reuse-window to skip over opening the current working dir as workspace
• -n --new-window to run chat in empty window
