`code chat` includes fake files as attachements if it doesnt find the file in the path.

1. Navigate to vscode repo path in cli.
2. Type in code-insiders chat -a layout.ts how does layout work here on startup from the root of the folder
   🐛 layout.ts show up as an attachment
