Summarization makes ask mode useless when asking questions about large files.

Steps to Reproduce:

1. Include a large file manually in github copilot chat
2. Ask a question

The file will be "summarized" (maybe because of the context space taken up by hidden functionality) and the answer will have nothing to do with the actual code as a result. If I explicitly provide a file, I want it to be passed in without preprocessing so that I can actually get results on the file.
