Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.101.0 (user setup)
• OS Version: Windows 11 (Chinese, Family Version), 24H2 (Windows_NT x64 10.0.26100)

Steps to Reproduce:
EACH TIME I start VS Code, a few minutes ago, a warning box appeared:

It means: An error occurred while attempting to create a file in the target directory: Access denied.
I have tried administration mode but this situation still occurs. Fortunately I just need to press "关闭安装程序 (close installation program)" and continue to use VS Code without being affected.
I think this may be related to the installation of new versions and system access.

Thanks for creating this issue! It looks like you may be using an old version of VS Code, the latest stable release is 1.101.2. Please try upgrading to the latest version and checking whether this issue remains.
