[macOS] Timeout is not reset when hovering over the app without focus

Description:

When the application is not focused (in the background) on macOS, hovering the mouse over the app does not trigger a timeout reset as expected.

Steps to reproduce:

1. Open the app (App1) in Chrome or Safari.
2. Open another application (App2).
3. Focus on App2 (App1 is now in the background).
4. Hover the mouse over App1 without clicking to bring it to focus.

Actual result:
The timeout is not reset, even though the user hovers over the app.

Expected result:
Hovering the mouse over the app (even when not focused) should still be detected and used to reset the timeout.
