MemoryCache creates lots of tasks that cause CPU/Memory spikes on compaction in net8 LTS.

Hello,
we are experiencing the same performance issue (efcore 8 using memorycache) as was solved in #97736.
The problem is that the fix is available only in net9+. We are using net8 LTS.
The fix itself is local and small. Is it possible to release it as part of net8? Thx.

MemoryCache is an out-of-band package. It's supported to install the 9.0.0 package on 8.0 runtime, and it's the recommended approach.
