Python module packaging should have version >=24

Fixes # (issue)

enables compiling the Python module checkov together with other modules

Example: when compiling with poetry:

The conflict is caused by:
checkov 3.2.352 depends on packaging<24.0 and >=23.0
poetry 2.0.1 depends on packaging>=24.0
