What does this PR do?

ECT-2835

This is a WIP PR to migrate SolarWinds from dogweb to have a v2 manifest & integration tile.

Motivation

Add solarwinds integration tile to integrations page.

Review checklist (to be filled by reviewers)

  • Go to staging and check out the SolarWinds integration tile
  • Particularly review the v2 manifest & README and add any comments/changes
