Long Vector Execution Tests: Merge HLSLHalf_t and HLSLBool_t to main

Merge the definitions for HLSLHalf_t and HLSLBool_t in LongVectorTestData.h from the staging-sm6.9 branch.
Also add the test cases to the xml and update overloaded functions where required.
