@pchampin — This is an object lesson in why sections should be referred to by title (which may include the number), not just by number — because the section numbers can change. All your related issues should therefore immediately be retitled to reference section titles, whether or not you retain the section numbers.

There is a reason for the current organisation. Sections 3.1 to 3.7 define RDF terms and graphs.

"Initial text direction" is a discussion taken out of the definitional flow; it is explaining an idea from elsewhere.

"Replacing Blank Nodes with IRIs" is discussion really (despite being normative).

Personally, I'd move Initial Text Direction
3.9Replacing Blank Nodes with IRIs out of from section 3 entirely. (Maybe they could be appendixes.)

Then section 3 core definitions of graph/triple/term.

A step further is to put 3 to 3.7, 4 to 4.1, 5 to 5.2 together.
