Change date in filename of first announcement

The date above the announcement is derived from its filename (currently 2016-10-13). So it should be changed to 2016-10-17. We can do that now but then the announcement won't show up until the site is build on Monday 17th.

Maybe it's better to add timezone: Europe/London to the config for the occasion so when you push to GH Pages on Monday morning you don't depend on if it's also the 17th already for the GH pages server.

Adding the timezone is a good idea. I know the date is wrong but I wanted
it to be visible while we review and test.
