Summary
This PR contains a few more email style tweaks based on user feedback - namely re-sizing the columns for User Bills and centering the header text. This also fixes the test email script to accommodate the new pluralize helper introduced in the previous email tweaks PR.

Known issues
There are apparently some minor alignment issues with the endorse/neutral/oppose images in the User Bills section - they're minor enough that we're comfortable deploying this to PROD, but might be worth a look at some point.
