Preconditions and environment

• Magento 2.4.7-p3
• The bug was present also in magento 2.3.3

Some order payed in paypal not exists in cms. Id search order number in paypal's receipt it is present in "quote" table. It isn't transformed.

Steps to reproduce

We don't know how reproduce this bug, but a lot of customers contact us that have payed in paypal but not exists in magento. This order number are present only in quote table. So we think are all customers that pay in PayPal but not return in magento.

Expected result

Order for all paypal transaction.

Actual result

A lot of order present only in quote but payed in paypal

Additional information

This bug is present also in magento 2.3.3.

Unfortunately we have not yet been able to understand what the steps that replicate the error can be.
We probably think that the end customer immediately after paying with paypal, does not immediately return to the site and closes the window. But it would be a very particular case. We only know that end customers randomly contact us with a paypal receipt of payment and a magento order number detail that however does not appear to be created on magento. Each time we have to go to the "quote" table and force the creation of the order of that quota that is actually linked to the order number resulting in the paypal receipt.
