AI Search: speed up deployment by 10 minutes

We can reduce the deployment time of AI Search by ~10 minutes by:

1. using the --no-wait when applying the firewall settings (5 minutes)
2. deploying an 'empty' AI Search (5 minutes) and then later adding the skills / data stores once those are deployed

the empty AI search would mean splitting up the AI Search into 2 components
