Provide an action in the Explorer view to diff a file with the PR base

• You should be able to see all accumulated changes marked in the Explorer.
• This would let you see and track the files in context.
• There could be a "compare with PR base" action.

As I work in on a PR, awareness of "all changes" would make it a lot easier to quickly iterate, commit and address reviews. Especially as it would combine both local and remote changes in the Explorer view. The PR changes view is a snapshot of just remote, so after edits gets "out of sync".

It does reflect your local changes to PR files too, so it shouldn't be out of sync.
