Create PR description input should auto expand as more lines are added

When the "Create" view is maximized the description input can get large, causing the buttons to cancel or submit to be far away. 

As part of the "revert PR" feature, I capped the size of the description input, but this isn't ideal. 

Instead, we should start the description even smaller, and then expand it as more lines are needed.
