Can't get submodules to be ignored

I have a repo with 14 submodules and can't get the extension to ignore them.. Those are some bigger ones with lots of PRs/issues and they hog my internet connection to the point of failing. I can't even see the PRs from the actual repo.

I have read and tried the suggestions from #5906, they didn't help unfortunately, also not after a VS Code restart.

1. Clone https://github.com/valhalla/valhalla
2. Open the repo in VS Code
3. Enter e.g. https://github.com/microsoft/vcpkg to git.ignoredRepositories setting and/or check git.ignoreSubmodules
4. Open this extension and see vcpkg is not ignored

I tried disabling git.detectSubmodules which seems to disable the whole extension, it's permanently in Loading... state. Enabling it again brings back 12 out of 14 submodules but still, I can't see the actual source repository. Well, re-opening VS Code a bunch of times does randomly show the valhalla repo too, but then other submodules are missing. All in all it seems pretty random.

EDIT: OK, some of it does seem to be due to a connection problem. I switched to another connection and that was much smoother, at least the source repo shows up reliably. Though I still can't ignore submodules.
