Notifications: Go or No Go

The Notifications View is behind an experimental setting: "githubPullRequests.experimental.notificationsView": true,, we should decide if we move forward with it or not. The primary scenario is that I would use the Notifications view to guide my daily work, so having a robust set of actions that open the appropriate PR or Issue is key, as well as great query support.

We will start showing it, but by default it will be collapsed.

To verify:

• If you've used the notifications view before, then open VS Code with a fresh user data dir
• Install the pre-release version of GitHub Pull Requests
• Open the GitHub activity bar item.
• Verify that you see the Notifications view collapsed at the bottom of the view container.
