Notifications shows "Loading..." while Issues and PRs show a different message #6923
Description
Open the PR extension with no folder open, get the following (note the inconsistencies):
At the same time, Notifications are not scoped to a single repository or the workspace that I have open, so my expectation was that I would see all my notifications even though I don't have a folder open.
