To verify:

Install the latest pre-release of GitHub Pull Requests
Open a repo, preferably one you work in a lot.
Open the Pull Requests view
Expand the "Local Pull Request Branches" tree item
Choose a PR from "Local Pull Request Branches" where the upstream branch has been deleted
Check out that PR using the tree view action (the -> or the action in the context menu)
Verify that you can check out the PR.
