#codingAgent should push and leave PR comment when users are already on a draft PR created by Copilot

• Create a Padawan Task do x #codingAgent
• Switch to the PR and branch once it's done
• Make some local changes
• In the same Chat view do y #codingAgent
• Instead of creating a new branch, it should ask users if they want to push the changes to upstream, summarize the conversation and understand what users want to do and leave a comment in the PR

Added a concept of 'follow up' that adds the user's message as a comment (both for cloud button and the tool).
