Add privacy page so we can enable analytics

I need to write and then add a privacy page to the website so that we can enable Google Analytics in the future.

Tracking page hits is important for measuring engagement with posts. This cannot be enabled at present due to GDPR and a specific policy will have to be written up covering the scopes of Google Analytics.
