change the eslint config file to mjs for better performance

Description

This PR renames the ESLint config file from .js to .mjs to explicitly indicate ES module format.
This resolves the Node.js warning:

Warning: Module type of ...eslint.config.js... is not specified and it doesn't parse as CommonJS.

By using the .mjs extension, Node can correctly interpret the file as an ES module without needing to re-parse it, avoiding performance overhead and console warnings.
