[RFC][MKL][DFT] Support external workspaces #508
Description
The oneMKL DFT interface should support external worspaces as requested in uxlfoundation/oneMath#396.
This feature is present in:
- oneMKL (closed-source)
- cuFFT
- rocFFT
PR with suggested additions to the specification to follow.
