Bug Description
When a player enters an underwater environment, Minecraft performs the animation of adapting to visibility conditions. This effect basically consists of a smooth increase in brightness and distance to the edge of the fog:

This effect works without any noticeable issues in Minecraft 1.21.5 with Sodium 0.6.13, however in 1.21.6 the brightness level changes unevenly:

Reproduction Steps
- Install Minecraft 1.21.6 (tested with Fabric Loader 0.16.14)
- Install Sodium 0.6.13 (also happens with 0.7.0 builds)
- Create and join a world
- Go underwater
- Avoid moving camera (you can do so to manually trigger the fog change)
- Observe the fog animation bug

This bug also affects the new ground fog, but it's much easier to see and test it underwater.
