GitHub Pages builds are timing out

When the job hits 10 minutes it will be killed. This has happened all day today, at least. But https://www.githubstatus.com/ is green.

The Pages bundle is now 400 megabytes – pretty big.

I fear we might be at a point where the amalgamate-pages action is not scaling to a site of this size. Each build replaces the whole 400 MB artifact. We might have to switch to publishing each branch to S3 and then just updating an index.
