Feature request: Support prereqs.yml/prereqs.json

In dzil there is now a plugin you can use to read prereqs as data from a YAML or JSON file: https://metacpan.org/pod/Dist::Zilla::Plugin::PrereqsFile

I think it would be great if Minilla also had this ability, in addition to how it currently uses a cpanfile for this purpose. In a Milla dist, one could simply add the plugin.
