Fixes/make more stable registration flow

To fix blobber registration issues:

• update stake pool settings
• fix ongoing blobber settings updates (see PriceToUSD condition)
• exclude "chronically" failed update_blobber_settings transaction (dropped)

Streamline and structure the flow.

@Sriep it's not good that my brach/pr was merged not asking me:
0chain/0chain#361

and the corresponded branch, this one, wasn't. so we get some issues running blobbers.
would prefer to manage my branches/prs myself.
