Chatting with a friend who knows more about Jest testing than I do about our recent struggles with Jest timing out on CircleCI. His suggestion was to reduce the concurrency of tests. While I was looking into this, I found that Jest has documented its potential to be slow/time out on CI and it does, in fact, recommend running the tests with the --runInBand argument. So this PR adds that flag to run the tests sequentially instead of in parallel. In conjunction with #2149, I'm hopeful this will completely solve our issue.馃
