P2 - 404 page isn't working for static assets

The 404 page doesn't surface when I click on a broken link. For example, if the "data dictionary" link on the downloads and documentation page isn't active, I would expect to see a 404 page rather than this error: http://localhost:6005/pdf/NIBRS-data-diagram.pdf

For example, now that we removed the file, the URL /pdf/NIBRS-data-diagram.pdf should result in a 404 page.
