Previously, the various hooks used IGNORE-ERRORS which would hide problems. WITH-LOGGED-PROBLEMS tries to log any problems to +SELF-META-LOGGER+ before continuing. Errors during this logging attempt are ignored.
This is necessary, at least on SBCL, because the THIS-CONSOLE-APPENDER "resolves" its stream, obtaining an FD-STREAM, at initialization time. This FD-STREAM becomes invalid after image save/restart. In SBCL, using such an invalid FD-STREAM can lead to "Bad file descriptor" errors and even corruption.

source file logger ref, perform any operations on the parent. This is to fix the fact that (log:config (log:category) :daily "blah") from toplevel would add appender to <package>.<sourcefile> instead of the package as most would expect.
