- Fix the locale ID - Add the missing #include to actually include and compile the .rc file - Implement additions and changes to translation files made in #2032 - Rename and convert to Unix line endings to be in line with other translations

Summary
Deal with more hardcoded device limit numbers
Text like "Recieve Input (SB Midi)" now displays in full.
Adds support for LPT4 (Yes, it was a thing, the BIOS Data Area even had a slot for it before the PS/2 and ESCD became a thing)
Currently unused config code and reorganizations for Serial Device support.
Breaks out SPEED into CPU_SPEED and CD_SPEED.
Fixes the Tandy PSSJ Clone's name
