The person has to create mysql database however and add the 4 tables with the appropriate tables - 
1.user
2.supplier
3.superuser
4.description

He has to have wamp server / xampp server /lamp srever up and running . 

Requires - 
php 5+
phpmyadmin
apache 2.1+
