M487: Support USB device/host #4950

Description

This PR includes the following updates:

  1. Support USB device/host on NUMAKER_PFM_M487 target.
  2. Support USB device/host for chip series, not just on NUMAKER_PFM_NUC472/NUMAKER_PFM_M453 targets.
