cl-csv's been very useful to me. So I wanted to give back.
I've added some docs in the csv.lisp file and used those to generate a documentation HTML file.
Sorry about the # of commits, I'm still learning git.

Hi, it's been a month and I wanted to know if this patch was of interest. I can try to pandoc it into markdown if html is not okay.
Sorry I stopped getting notifcations for some reason, and this just got missed. I was looking through the backlog and noticed it now... I am looking through the patches and will try to commit them soon.
