Update links to use https #93

Looks like the ACT server now supports https (see https://act.perlconference.org/tpc-2018-glasgow/). Even though it doesn't currently redirect http to https, we should look at replacing all http links with https versions.

I'm told that Sebastien is looking into the auto-redirect. I think we should wait until that's done before making this change. In the meantime, I've removed all hard-coded references to the URL, so this fix will just be a case of updating the full_uri value in the config file.
