It appears, that having autopause enabled is still necessary (at least for OnePlus devices):

The similar issue was reported on XDA by milojoseph.

I don't yet understand why does it happen, though.

On Nougat we now reconfigure VPN on any network change including simple wifi<->mobile switching (before we'd only do it if IPv6 connectivity is different).
