Rules options lazy loading does not work at the moment #1268

Due to the check for $network modifier, it does not work, so we overuse memory a lot.

$network modifier check is changed so that it was not causing immediate rules properties parsing, AG parses rules options lazily.

Result: ~10MB less ram is used
