Expected behavior

If the user doesn't have at least one active filter, show him red snack bar on the main screen with the text "No filters enabled. Turn some on." which leads to the content blocking filters screen

Actual behavior

In 1st case, we don't show anything
In 2nd case, we say: "Okay - we got it" (???)
