Intercept user.js files and offer user to install the userscript #1172

Here is a simple algorithm:

  1. Once ".user.js" file is processed, try parse it as a userscript metadata
  2. If it is a valid userscript, send a message to the UI layer (something like UserscriptUrlDetectedEvent)
  3. Catch this event on the UI layer and open a dialog window, offering user to install a userscript
  4. The following fields should be in that dialog window:
    Download URL

Also there should be a "Detect userscript" setting (turned on by default).
