GSASIIscripting: compute mass fraction with uncertainties #272

Mass (weight) fractions are shown in the GUI, the .lst file and are in the project CIF, but it is quite hard to use GSASIIstrMath.calcMassFracs from scripting and when I do, I get zeros for the s.u. values. My goal is to add an API for this in scripting.
