Upgrades not persisting reliably

Steps to reproduce:

1. KSP 1.4.3, Linux 64bit client
2. SSRSS
3. The Moon
4. Science Spots Analyzed :10
5. Science Loss due to re-use: 95%
6. Max Scan Distance [1]
7. Prediction Accuracy [1]
8. Analyzed Decay Limit [2]

WHEN trying to "Up" Analyzed Decay Limit
THEN Current level shows 3
AND going to Space Centre
AND going back to the rover
THEN Current level shows 2

It looks to me like SCENARIO is overwritten from some static context with initial values. At some point I was able to set Analyzed Decay to 4 by editing persistence save file and once it happen every attempt to edit it again was overwritten by value of 4. It seems to me that value is written once and persisted until you kill KSP and start it again.

I haven't double-checked the anaylsis, but I can confirm that this happens.
