Goals ⚽
This PR updates most of the CI jobs to build the latest versions using Swift 5.6.
This PR also moves some jobs between GHA and Firebreak, as GHA still doesn't support macOS 12, though support should ship soon and we go switch things around again. 😭
This PR also removes the header phases from the framework targets, as they were empty anyway and causing issues with the new build system in Xcode 13.3.
