Scope: documentation and agent-rule revision on `codex/phase-01-delivery-plan`, based on fuel repository commit `3540011eab38e1287ef344bdd9d457d9caae2606`. Reference Goyim-Arena HEAD inspected: `33a458f52016338ac86cd68c34e476491b47307c`.

## Checks

- `bash scripts/validate-repo-baseline.sh` — PASS (exit 0): inherited ignore/rule/commit-convention requirements and existing tracked secret scan.
- `git diff --check` — PASS (exit 0); separate whitespace inspection includes new/untracked documents.
- Temporary documentation validator — PASS: 28 changed/new Markdown or agent-rule files, 163 local links, no newly missing target/anchor and no high-confidence credential pattern. The imported README's `.local/PROJECT_PLAN.md` link is an existing ignored-file exception, already documented in the source audit; it was not introduced by this revision.
- Roadmap structure — PASS: 78 unique task IDs across 11 phases, all 13 required fields present; original IDs retained, five new P01 tasks form an ordered dependency chain, P02 requires G01 + G01-FLOW, and P10 still requires G09.
- Historical evidence — PASS: archived P01 foundation content equals the prior PROGRESS file at the base commit byte for byte after the archive preface. Current PROGRESS stays below 60 lines.
- Scope review — PASS: only documentation/rules changed. Planned helper commands are explicitly unavailable, activation is not claimed, and the reference repository was read without modification.

## Evidence boundaries

No application source, dependency pin, database migration, executable helper or workflow YAML was changed in this revision. Go/Android/PostGIS/runtime suites were not rerun for a documentation-only change; previous P01 outcomes remain separately attributed historical evidence.

The existing baseline script excludes documentation from its secret patterns. A separate changed/new document scan and diff review covers this revision's documentation, including untracked files; pattern checks cannot prove the absence of every possible secret.

No remote issue/milestone/PR/wiki publication or branch-protection mutation was performed. Remote CI/protection and wiki availability were not independently verified. New quick/full/phase/issue/wiki helpers and their activation remain NOT STARTED in P01-T13…T17; this validation certifies the plan's consistency only. G09 and Android P10 remain gated.
