I think this PR has slightly broken the sailboat SITL vehicle. If the sailboat simulator is started using "../Tools/autotest/sim_vehicle.py -f sailboat --map --console" with a clean eeprom (i.e. "rm eeprom.bin") then the sailboat reverses very quickly.

this is fixed in master now so closing
