Move the project structure listing out of CLAUDE.md so the file stays small and focused on essentials. CLAUDE.md now points at SKILL.md, the new structure doc, the references directory, README, and CONTRIBUTING. Also refreshes the structure to include files missing from the previous listing (circuit breakers, conflict radar, the full admiralty templates and damage-control set) and the new learned-standing-orders pipeline from #120.
