Non-FSE themes don't support border radius edits in the Image Block

I tested this on a test site on the WordPress.com Personal Plan. I reproduced the issue using the following themes:

• Intergalactic 2
• Independent Publisher 2

I was able to access the feature using FSE-enabled themes.

• I can replicate the discrepancy between image block features depending on whether or not the theme is FSE.
• Our Image Block guide doesn't advertise the border radius option, so this seems in line with the image block's design, and FSE themes add the border radius capability.

This site owner is using the Saga theme, and reported the same issue where border size/radius options do not appear for the image block. Was able to replicate on a test site, and can confirm that when Saga is the active theme there is no option, even if borders were set previous to the theme switch.
