Make the error message in blob copy more friendly #2139

If you missing the account name or sas token, as a result the source of the blob copy can't be found or access following error message is shown:

The specified resource does not exist.

Make it more friendly. Add more explanation and guideline of how to fix this issue.

Error handling has been improved in later versions of the CLI
