Which issue this PR fixes (optional, in
fixes #<issue number>(, fixes #<issue_number>, ...)format, will close that issue when PR gets merged): fixes #This PR fixes leaking IPs if netns is empty. In that case, endpointID is returned empty and call to ipam resource cleanup is not happening
